Darlene Byrd, APN
President

Cabot, AR
Darlene Byrd B. Darlene Byrd, APN, a resident of Cabot, holds certification from the American Nurses Credentialing Center as a Family Nurse Practitioner. She has 15 years experience in nursing with the last nine years as an APN providing primary care health services. Currently she is the sole proprietor of her corporation providing locum tenes services across Arkansas. Other nursing experience includes: home health, burn/trauma/surgical critical care, and director of mobile health care clinic. She holds a BA from Ouachita Baptist University, a BSN, and MNSc, from UAMS College of Nursing. Her first career included being a public school teacher in secondary math. Her spare time is spent working on Health Policy issues affecting Advanced Practice Nurses, tending to her vegetable garden and playing golf.
Gladwin Connell
Little Rock
Vice President

Gladwin Connell Gladwin Connell is the consumer representative of the older population on the Board. He is a retired United Methodist minister and previously served as pastor of churches in El Dorado, Malvern and Little Rock. Connell has served in numerous capacities on various boards and committees including the Hendrix College Board of Trustees and previously as president of the West Arkansas Area Agency on Aging. He also served as president of the Good Shepherd Ecumenical Retirement Center in Little Rock. He earned his bachelor’s degree from Hendrix College, a master of theological studies degree from Southern Methodist University in Dallas and a doctor of ministry degree from United Theological Seminary in Dayton, Ohio.
Brenda Murphree, RN

Brenda Murphree Brenda Murphree is a registered nurse and is the representative of associate degree nurses on the ASBN. She received her associate degree in nursing from Southern Arkansas University in Magnolia. Murphree is a nursing instructor at South Arkansas Community College in El Dorado. Previously she has served patients in a wide range of areas such as surgery, case management, orthopedics and as an office nurse. She is married to Jeff Murphree and has one daughter and one granddaughter.
Dr. Cynthia Burroughs

Little Rock

Cynthia Burroughs Cynthia Burroughs is the consumer representative on the ASBN. She is an associate professor of biology at Philander Smith College in Little Rock. Burroughs earned a bachelor’s degree in biology from Talladega College in Talladega, Ala., and a master’s degree and Ph.D. in endocrinology from the University of California at Berkeley. She has received numerous honors including the Distinguished Service Award from the National Center for Toxicological Research and the Blue Heron Award from Audubon Arkansas. Burroughs is married and has two children.

Clevesta Flannigan, LPN Camden, Arkansas Clevesta Flannigan Ms. Clevesta Flannigan is an LPN that resides in Camden. She graduated from SAU Tech in Camden and is employed by Ouachita County Medical Center. She has been in the field of nursing for 5 years. Flannigan says, “I really enjoy serving the needs of others.” She has two children.
Cassandra Harvey, RN

Cassandra Harvey Cassandra Harvey, RN, is serving her first term on the ASBN. She works as a Southeast Regional Communicable Disease Nurse Specialist with the Arkansas Department of Health. Ms. Harvey is a graduate of East Arkansas Community College and recently earned her bachelor’s degree in nursing from UAMS. She is married and has two daughters. Ms. Harvey enjoys playing the piano, bowling, and going to high school football and basketball games.

J. Roger Huff, LPN Springdale J. Roger Huff J. Roger Huff, of Springdale, is a licensed practical nurse at Circle of Life Hospice – Earlene Howard Hospice Home and a nursing clinical instructor in the LPN training program at Northwest Technical Institute School of Nursing. He fills the position for one of the licensed practical nurse or licensed psychiatric technician nurses on the Board. Huff earned a diploma of nursing from Northwest Technical Institute School of Nursing. He has served on various boards and committees including being advisory board chairman of the Northwest Technical Institute School of Nursing and serving on the Health Careers Advisory Board at Rogers High School.
Huff is married to Jan Westcoff Huff, RN, and has two daughters.
Sandra Priebe, MSN, RN
Mountain Home
Sandra Priebe Sandra J. Priebe, of Mountain Home, is a registered nurse and fills the position for one of the baccalaureate degree nurses on the Board. She received her bachelor’s degree from the University of Arkansas for Medical Sciences in Little Rock. Priebe earned her master of science in nursing degree from Arkansas State University in Jonesboro. She is the risk manager and hospital compliance officer at Baxter Regional Medical Center in Mountain Home. Previously she served patients as a charge nurse and was the assistant director of nursing at Baxter Regional Medical Center for twenty-four years. She is married and has two adult children and two grandchildren.
Doris Scroggin, RN
Vilonia
Doris Scroggin Doris Scroggin is a registered nurse and a graduate of St. Edward Mercy Hospital School of Nursing in Fort Smith. Scroggin works in the nursing pool at Central Arkansas Radiation Therapy Institute. She has served as a nurse in the medical/surgical unit, public health, emergency room, operating room, home health and oncology. Previously she was an emergency medical technician and licensed practical nurse instructor.
Cathleen M. Shultz, PhD, RN, CNE, FAAN
Searcy
Cathleen M. Shultz Cathleen M. Shultz, Ph.D., RN, CNE, FAAN, is a resident of Searcy where she is employed as Professor and Dean of Nursing at Harding University. She holds a diploma in nursing from East Liverpool City Hospital in East Liverpool, Ohio. She earned a bachelor’s degree from the University of South Carolina in Columbia, S.C., a master’s degree from Emory University in Atlanta, Ga., and a Ph.D. from Vanderbilt University in Nashville, Tenn. She has received several honors including two University Distinguished Teacher Awards, USC's Distinguished Alumna Award, and co-recipient of the 2008 National Outstanding Geriatric Education Innovation Award. Shultz is a Certified Nurse Educator by the National League for Nursing and a Fellow of the American Academy of Nursing. Along with her husband, Dr. Sam Shultz, the couple has over 30 "adopted children."
